You can bye electric plug ins for indoors from travel shops, or a lamp type heater for outdoors from camping shops.

Put up a "Purple Martin House". Martins LOVE mosquitoes and eat them by the thousands.........

Standing water definitely is a problem (like Benthere said), and "abandoned" water like swimming pools in vacant yards is a hacienda for mosquitoes.  
It would behoove you to contact a mosquito abatement company and have them come for a "look-see".  Many years ago, my folks were inundated with them.  An investigation by the "bug man" led him 3/8 mile down the road to the chicken/egg farm.  Of the 7 different "breeds" of mosquitoes found at my folks' place, 5 nests were found at the farm.  
Finding the source will go a long way in ridding you of the problem.  

In the meantime, protect yourself against them.  They carry all kinds of stuff we don't want. 

Standing water is the invite for the bloodsuckers!  There are some plants that are suppossed to repell them ! A spray for the nasties might help! Me? I go inside when the suckers come out or use DEET insect repellant!
