Gas tank caps are NOT designed to create a particular pressure, the opposite is true. They are designed relieve the vacuum, created by the decline fuel volume, caused by consumption of the fuel
They hold against any pressure build up, because allowing gasoline fumes to escape is a violation of EPA Regulations
