What is the best archiver to use on Windows?

I still can't decide between Winrar and 7Zip but these two are the only archivers I know of.

I usually prefer using WinRAR over 7Zip and quite satisfied with how it works.

There is a program similar to this one and basically it's like free WinRAR and it's been working really good without a single flaw for about 2 months for me.
