    why crime does not change because of government?

    GOVERNMENT is comprised of Legislative, Judicial, and Executive branches.  The Legislative enacts the laws; the Judicial presides over the laws and their interpretations; the Executive takes the credit or blame for the other two.  
    Crimes and government???  That goes down to laws in every place that can have laws. It could be a town of 25, or even less. Your question needs some clarification.
