      I have no idea, but it seems to me if one has 14 bad parts, they will not live long enough to worry about percentages

        14 divided by .016 = 875.   


        To divide by percent you move the decimal two place to the left.  1.6% is .016 as a number.


        1.6% of 875 is 14.
