      Go to the post office and ask there. The US Post Office does American visas should they should be able to guide you to where you need to go.

        I'm in the Philippines now. There are no post offices in the US. and they do not issue visa's to the Philippines

          There are no US post offices in the Philippines and the Post office can not issue a visa to the Philippines.
