With the restrictions of use of R22 refrigerant and the now ban on the production of such freon gas, I would like to know what year manufacturer's of small commercial refrigeration began manufacturing units to use the replacement freon's such as R410-A ?

There is not restriction on using R22, only on the manufacturing and sale.

If you have some you can use it to reccharge YOUR personal unit,

First however you need to vaccuum it down and check for leaks

I bought several cases of cans for my old cars, before sale was banned to placate the Environuts.
