The "It is unlawful to tamper with emission equipment," law applies only to those who sell and service vehicles, not individual owners.
If you live in an area that does not have an emission inspection requirement law, you as the owner can if you wish, remove the catalytic converter if you choose. No mater who says otherwise, it will not effect performance and you will see a slight increase in fuel economy as well.
Before leaded gas was outlawed, we took the CC off of our vehicles so we could use leaded fuel, which was cheaper then unleaded.
