      I'm assuming you mean 'air' gun.. here in the USA you do not need a permit to own an airgun, however, the same laws apply as a firearm if concealed or used in a crime involving the use of the airgun.  Some of today's airguns can reach velocities higher than a '22 rimfire cartridge.  I have one that has close to 1,400 FPS muzzle velocity.  The average .22lr rimfire is about 1,250.. +-_
