The short answer to your question is no! Most are not even bilingual.
Canada is a very large country with two "official" languages. However, many people, if not most, speak only English, including lawyers. Quebec has a large population of French speaking people and therefore, probably more bilingual lawyers than elsewhere in the country. It would be helpful for you to "narrow down" the area in which you are seeking assistance....province and/or city.
