.150 said out loud would be "fifteen one-thousandths." If you write it, it is 15/1000. You then reduce it to its lowest terms, as BILL ASBURY has done, by dividing both the numerator (15) and the denominator (1000) by the largest common factor (5). Doing so correctly renders the fraction 3/20.
