Your fax machine DOES need a phone line, there's no way around that.
However, if you need to send or receive faxes, you can do so without a fax machine or phone line.
I used to subscribe to http://en.efax.com/ when faxes were still popular. It allowed me to do so whenever I was out of the office, which is most of the time, through email.
