One can not convert Cubic Centimeters to Horsepower, one is a measure of volume the other a measure of force.

So, if you have a 250cc bike, how many horsepower is it?
There is no formula for the direct conversion of cc to horsepower.
Some very efficient small engines can produce almost 1 horsepower per cc of volume, and some huge diesel ship engines produce only 1 hp for every 234 cc of volume.
