My friend was given resident permit in Netherlans through general perdon in 2008 but recently he crssed in forbidden area and was fined 70 euros by police.Is it possible for him to apply for Netherland passport after June 15,2012 when people of his category apply ?

As you will appreciate, applying for a Dutch passport can only succeed if you can meet their stringent conditions. I would advise your friend to contact the Dutch embassy or a Dutch Consulate for further information on obtaining the appropriate information and application documents.
