Help identifying vintage watch by serial #

I can't find a brand name on a watch that is quite old and probably bought in England. It has a silver lion mark on the back with a nice silver pattern, the serial # is 174254 and has the number 4 right above this number. It has a gold jewel starburst type pattern on the face which is white with roman numerals. Thanks!
