Its just piracy having taken on a new name, method, and sometimes purpose. The act of it has spread more in certian regions, and we are also more aware of it, but unarmed merchant shipping has always been an easy target if no one is there to intervene. It wouldn't be happening if the ships were armed with phalanx systems (motorized gatlin guns), but some ports have a problem with armed ships docking in their ports.
