      You need to take it to a Vet. Only they can treat your cat properly. This is not something you can take care of. Get it medical help or have it put to sleep. This condition of his/hers is not a comfortable one and the cat is probably in some pain too and ill feeling due to the fluid in the lungs and enlarged heart.
