Traditionally a take off from the word "pasha"which is a military dictator in the arabic world and plenty on the web. Acting like a person who has the rank without being one, is also called a "Pasha" lesser known and colloquial. Pacha in some languages means a liar, Sinhalese Pachaya is a liar or a story teller of tall tales :).
