Contact paypal on the net. Or if you use any facility that needs a credit card payment on the net they will direct you to the correct link. It is a facility which permits people to make "sure" payments through their system and they also check out your credit worthiness on the net to see whether you are black listed anywhere, because they guarantee your payment to the provider, so they cannot afford to make any mistakes.  Once you make your application they go through the entire routine of name, address, and card number, plus verification code on the reverse and then confirm the payment on your behalf. I would not know whether they charge a fee, but for the initial application none. You can then upgrade which isn't necessary.
