Any experience with local Sacramento HMO refusal to pay ambulance fees for members?

I am a long-standing member with full coverage and after being taken to ER after an injection with extreme pain going from shoulder into chest was later told they would not pay for ambulance as they thought I could have found another way by my 84 year-old self - I couldn't use my arm at all and have Mac Degeneration so don't drive at night.. It was $1750.00. One Way !We are consistently advised to dial 911 if we think we have a medical emergency.

What would trigger such a refusal? ?

There must be some kind of mistake, are you positive that you have to pay for the ambulance ?Check with them again and hopefully they can rectify the situation.
