Well sort of  but  Nasa   really has nothing  on the burners at the moment , so it makes good sense to outsourse stuff to  Russia

How about this...Th Obama Administration.  The President of the United States does not have much unilateral power... 

That sounds like a really good thing to do. The NASA space program has been vastly expensive. cutting cost from the top down has been painful and sobering. The only way to remedy the problem is to take it all apart. Unfortunately the system is interlinked in thousands of ways like some sort of cancerous growth on Uncle Sam’s unmentionable posterity and Obama’s tool kit for surgery has been pilfered by the Republicans. So If you can’t raise it into a pup, you may as well cut it off.
