The Dow Jones is a compiled small list of major businesses in our country.  The value of their stock changes and as such this value is called the DJ Average.  The number 13,000 isn't significant as a number, its this number that is regarded as a milestone.  The next milestone for example might be 13,500.  Its like new years eve or day,  big deal its a new year,  no different than the DJAverage, something to celebrate.
