Are you calling Skype to Skype or Skype to land line?

I am calling Skype to Landline.
I checked Skype's help pages and the best I could find is your internet connectivity may be cutting out intermittently or your connection speed is not fast enough. Either way, they say, have your internet provider check your connection.
