Generally, the belt should be installed around the drum, then over the motor drive pulley.

It has been a long time since I've had a dryer apart. Is there a tension wheel on a spring loaded arm that perhaps the spring broke? Has the drive moter come loose so that the drive belt has lost some tension?

On some belts you  can put belt dressing on them to solve that problem. But, I don't think I'd do it with a dryer. The damage to clothes could be disastrous!
