    It depends on what you mean by complementary. If  you mean will they fit into each other ? No, not if they're two different right angles, and one is smaller than the other. But, if you mean they are from the same square, for example, then yes. If one is flipped over or sideways, then yes.....They will fit into eachother......meaning they will be complementary.
