Not in stores that sell food products.

    Bring one to where?

If you don't mind me bringing my American Bulldog (weighs about 100 lbs) into the same stores, sure.  If a dog belongs in a store, breed shouldn't be an issue.
Personally,  the veterinarian's office  on a leash (even if on your lap) or in a carrier is the only "store" a dog belongs in, unless one is walking or carrying the animal into the grooming area of a PetSmart (or similar business).

My local bank, Lowes, Home Depot, Pet Smart, etc. all welcome dogs on a leash, and often have treats for them. The dog would naturally have to be "manageable".

That is commendable, Flip! Come to think of it, I've seen a few pooches in Home Depot on occasion; they are always small enough to be in the shopping cart.

We welcome Chihuahuas at the akaQA site.

I have seen some really small dogs in weird places however, I would to try it anywhere food is sold.
