    if i was hit by a car who was driving someone else's car, who's insurance I can use

    Cars don't drive cars. In what country,state, province, etc. were you hit?

    The vehicle is insured by the owner.  Car is not covered by the driver unless the owner does not have insurance and the driver does, protects like a rental.  Insurance policys vary so nothing is set in stone except the premium price.
