To have a working relationship with a person is to keep everything on a professional level, in a polite and courteous manner.  You do not socialize together after hours, you do not discuss personal matters together and your total focus has to do with the task at hand, which is to accomplish a mutual, work-related goal.

A personal relationship can be whatever the two of you wish it to be with the only goal being friendship, at whatever level.  Confusing the two can be disastrous!
