Why can't I get rid of a website pop-up? It is dw20.exe by Microsoft.

This has been happening for about a week now. It give the option to click on "Don't show me this again", which I do click on, and then I click "Don't Allow." But it keeps popping up and when I click on "Don't Allow", it shuts down Internet Explorer, and I haver to start over.

My Pop-Up Blocker is enabled, but this still keeps happening.
