      Get it activated by a provider? Or is that just a Canadian thing? Here we have to sign a contract with a cell phone provider in order to gain access and use our phones. Once the contract is up, or the phone hasn't been used in a while the service gets shut off.

        The best thing is to enter its maker and model number in the internet and download its instruction manual. That should tell you how to start it working.
