In Australia you can change your name by "deed poll" which means the completing and lodging of forms at the court house.
However you can tell everybody to call you Billy the Goose instead of your given name of Wally Woodduck.
After a period of time, I forget the exact period, you become Billy the Goose to all intents and purposes, for this no forms are required.
