It all depends on the longitude (lines that are vertical), and not the latitude (lines that are horizontal). The earth is 360 degrees in circumference, and there are 24 hrs. in a day, therefore there is a new time zone every 15 degrees of longitude (360/24=15) with a few exceptions.
