In order for meat to be considered halal, must a blessing be said over the meat/animal?

It's not just a blessing, the animal must be slaughtered a certain way also.  Just like Kosher food.

In Islam there are many things that are clearly halal or haraam. There are also items which are not as clear, and for which further information is needed. Items that are not clear are called mashbooh, which means "questionable". 'Halal' means permissible. 'Haraam' means forbidden.
