I was told many moons ago by a friend who was an apprentice mechanic, the tyres on a car travelling at 50 mph and there is water on the suface of the road will be riding on top of the water. and if you need to break suddenly, the tyre has to penetrate the water to the road before a braking effect can be initiate. --- this will very according to the tyre pattern. -- this is the same effect applies to a Hydrofoil which skims over the surface of the water, allows it to travel faster and smoother

It's when you hit a water patch and you float on top of the water.the wider the tire the more you could float.

It's virtually the same principal as water skiing. A film of water on the road between the tyre of your car & the road surface will cause the tyre to "Ski" on the water film.
