        I don't think you can get a refund ,you might be able to transfer the plate to another car. Any way that's in Michigan. Do what Colleen says.

          I just did this.I scraped one car and was able to transfer the plates to another car,still cost me $4.50 to do the transfer,paperwork I guess,this is in the state of Ohio.
