    what does it mean when it says "1 Part Water?"

    It means what it says, one part of the liquid is water. Let`s use the example of thining paint if the reccomended thining is 6 parts paint to 1 part water then you can have 6 cups of paint mixed to one cup of water, giving seven cups of thinned paint or any other liquid.


    Liquid fertiliser is a typical situation where you are told one part water to say four parts fertiliser.

    Plenty of liquid fertilizer going around here.Only they don't mix enough water with it.LOL
