      lack of oxygen if its a bowl change the water and check the pump if in a pond make sure you have plants that are oxygenaters and make sure you have not got blanket weed speak to the a pet store who sell fish good luck sending a preyer for you fish

            Yes sounds like a lack of Oxygen, water probably needs changing, or is the pump working correctly.
