Good advice that often works, especially if you give one to the dog regularly. It depends how early you've caught the problem.
If the plaque has built up too much the dog's teeth may need professionally cleaning. Your vet can do that under a short-acting anesthetic, and show you how to brush the doors teeth to prevent it returning.
Anesthetics are good, but they do carry a risk. It's less then the risk of damage to the heart by allowing the plaque to remain.
