It means it's a bit second hand & shabby but you can't say that in an advertisement & still expect to sell the item.

Like if you have a pair of blue jeans and you go shopping in them.  Pick your kids up from school in them, go to a movie in them . . . that's normal wear and tear.  If you let your horse pull you on the ground in them . . . that's not normal wear and tear and the store probably with not let you return them unless they have a great return policy like Bed Bath & Beyond.

Or on a car with 15000 miles or less a year  and no excess damage with it............by the way we are refferring  to things, right?     

 I might  have wear and tear on me .....but  I am still good  and worth something beyond return.
