The most important factor is the ground cover. As you can imagine, if your ground cover is rock you would get a large amount of run-off. Conversely, if the ground cover is heavily vegetated the volume of run-off (given the same level of precipitation) would be less. Other factors would be the amount of precipitation, the type of precip (rain vs snow/ice), the temp of the location (snow falling in a freezing climate results in very little run-off (a least until the thaw); topographic factors (flat land vs hilly) also have an effect. There can be others although volume of precip, type of precip, and ground cover, and topography are the most important.
