    Do you mean intellectual disability? If this is what you actually meant by the spelling of the word, it means that someone would be at a disadvantage regarding the ability to think or convey ideas and concepts. They would not be able to grasp complex thought as readily as someone who didn't have an intellectual disability. I would say it is more a generic usage of the phrase, as it could describe a number of things from descibing the effects of a disorder, to descibing the disadvantage of one person compared to another.
