Whatever you do, do not believe in the Barack Obama's hair growing method.  It looks funny.

There are a lot of products out on the market these days, but the best way to find one that is perfect for you is to see a Dr. and he could give you his recommendations.  You may have a physical problem, where you will never grow hair, you could also seek the many hair implants, extensions, or the facilities that specilize in this.  But, if this were me (a female) I'd get a wig.  My sister has black hair and she has the same problem so she takes black eye shadow and applies it to the bald spots with a small brush or applicator to fill in the bald spots.
