I think you are asking about the "Centrifugal force".
We called it as the "fictitious force" because it is the counter part of "Centripetal force"
Usually, this force comes into play when a body revolves around the orbit with respect to another body.
It is acted upon the body outside i.e. it acts away from the center of the body.
For example, when you revolve the stone tied with a string, in some moment it try to go away from the center of the body i.e. it acts outward.
So, we can define the Centrifugal force as " The force which acts away from the center of the body".
