Try checking with your State's Department of Human Services. Surprisingly, they have branches that certify and license many things such as you mentioned, and have quite an active part in overseeing their operation.

It's a grueling process, but they will set your prices that they will pay, and require that you meet certain criteria. It's an awful lot of work and frustration, but once you get it started, I am sure you will be very satisfied that you did. Don't be surprised that they tax at every turn, as they love to play that game. But, it sure beats working for someone else!
