The act of 1871 is an act of congress that took place in 1871 in which was decided to create a government for the District of Columbia.
There was another act that took place that year. It is known as the 'Civil Rights Act of 1871'. This act is a federal civil right law. Its passage is mainly due to the fact that after the civil war in the US black people were abused in the south by the Ku Klux Klan, this law's purpose was to protect them.
