Because your pop up blocker is on and doing it's job.
POP UP BLOCKER Tools > Options > Content tab > next to Block pop up windows, see Exceptions, click it. Paste or type address of site you want pop ups to be allowed for, click Allow
You do not want to disable you blocker completely because that will allow pop ups on every site you visit.
