      distracted, not getting the answer they wanted, confused, tired, mind is racing, bad short term memory, highly anxious/ nervous, repetitive, boring, clueless, drunk, on mind altering drugs......

          some people with dementia or altzheimers keep repeating the same question over and over, b/c they forget that they've asked it.

          There is no such definition for repeating the same question. It may be one of the symptoms of age-related cognitive impairment.
