a small room with a bunk bed attatched to the floor, a sink, a rudimentary toilet, and perhaps a shelf..it may have a barred window. One side of the room has bars and a door made out of bars. Used to retain Prisoners. The above cell would be found in a general population wing of a prison.
A cell can also describe a small group of individuals all working cooperatively to meet a goal. A CIA cell, military cell (etc) would be working quietly and cooperatively to capture, kill, or rescue an individual or small # of people.
