It's the old pyramid scheme scam. They use to do this by mail. The answer you got was correct. Stay away from it.

 A ONE UP program simply means that when you sponsor a person to one or more of these opportunities, that person passes up to you the first person they sign up as a paid member of any of these opportunities. That first person will then be replaced with the first person that they sign up as a paid member and it goes on and on like that into infinity. You, as the sponsor, will always be passed the first paid signup. There are a number of companies now using this unique method so member's income builds automatically. Basically, all you will ever have to sponsor is two people to make a consistent income. One person goes to your upline sponsor and the other is the beginning of your first income stream. One paid person will always be passed to you in that stream and will pay you directly. Now, if you decide you would like to increase your income by continuing to promote, then you can sponsor more people. Each one of the people you sponsor will start a new income stream. Each one of those income streams will continue to pass you a new paid member on into infinity. In short, you will constantly be making income from each one of those streams that never stops as long as everyone sponsors one person. Most people can sponsor one or two people in their first week of promoting an opportunity! The difficulty lies in consistently sponsoring more people into your downline to maintain a constant income. The ONE UP method solves that problem. You're consistently being sent one more person that pays you, therefore, maintaining that income stream without having to sponsor another person.
