    Well, if you are referring to someone who has been drinking heavily, it can mean that they are functioning physically, but the next morning they are unlikely to remember what they did or said during that time. Usually you can tell when someone is in that state, by the fact that they stagger and fall down, and they have a blank look on their face although they are talking in a very slurred way.
